- SB 419, Simitian - Home Generated Sharps: WATCH
This is a two year bill. This bill as written would amend current regulations requiring pharmaceutical manufacturers who sell or distribute medication that is self-injected to annually submit a plan to CalRecycle, to submit these plans in an electronic format and have manufacturers post and maintain a copy of their plan on its website.
- SB 589, Lowenthal - Mercury Lamp Stewardship: WATCH
This is a two year bill and we continue to be in negotiation with all parties; lamp industry, retailers, local government and environmental groups to see if there can be common ground identified to create a successful program. CPSC is also working with Senator Lowenthal’s office to introduce a secondary bill which would attempt a parallel approach shifting existing subsidies for fluorescent lamps to LED lamps and direct DTSC to develop a stewardship plan to manage existing and newly purchased fluorescent lamps.
- AB 1442, Wieckowski – Unwanted Pharmaceuticals Reverse Distribution: SUPPORT
As written, this bill would amend current regulations to redefine pharmaceutical waste under the Medical Waste Management Act and allow common carrier transport (instead of costly medical waste haulers) of pharmaceutical waste. This change will ultimately make it easier to recover unwanted pharmaceuticals from the public by reducing the cost of transport and bringing California one step closer to EPR.
- SB 1118, Hancock - Mattress Management: WATCH
This bill would require manufacturers of mattresses, on and after July 1, 2013, to establish and implement a program to collect and recycle used mattresses from consumers. In lieu of establishing the program, a manufacturer may voluntarily choose to remit to the Department of Resources Recycling and Recovery, a payment of $25 for each mattress sold in the State, requiring CalRecycle to facilitate the mattress recovery program. SB1118 passed out of the Senate Environmental Quality Committee on April 23. The bill was first heard in Senate Appropriations on May 7 and was placed on the Suspense File. The bill must move out of the Suspense file by May 25 to remain active.
