Florida

  • A report titled 75% Recycling Goal Report to the Legislature was submitted by the Florida Department of Environmental Protection on January 4, 2010. On page 32 it states a plan to "Enact product stewardship framework legislation with electronics, carpet, fluorescent lamps and paint designated as the initial products covered by the legislation."

Indiana

  • Indiana Press Release on Passage of E-Waste EPR Bill (signed April 2009)
    Indiana is now the 16th state in the nation to pass extended producer-responsibility (EPR) legislation for the recovery of used or obsolete consumer electronics.

Maine

  • LD 821 - An Act To Support Collection and Proper Disposal of Unwanted Drugs
  • LD 1631 - An Act to Provide Leadership Regarding the Responsible Recycling of Consumer Products as amended 2/19/10.

Minnesota

  • The final report with recommendations for the Integrated Solid Waste Management Stakeholder (ISWM) Process is issued by the Minnesota Environmental Initiative (MEI), the stakeholder process manager. The ISWM was convened to develop strategies to achieve greenhouse gas reduction, energy conservation and environmental protection through integrated solid waste management. The stakeholder process stems from the 2007 MPCA Solid Waste Policy Report to the Minnesota Legislature that adopts a recommendation to convene a stakeholder group to develop strategies that can help reach the Minnesota Climate Change Advisory Group (MCCAG) greenhouse gas reduction targets for the solid waste sector. Support for the product stewardship framework is on page 69 as well as producer responsibility for carpet on page 53. 12/31/09

  • HB 1718 - Washington EPR Framework Bill 2/16/09
    Washington's omnibus greenhouse gas reduction bill, HB 1718, includes not only an EPR framework establishing a process for the Department of Ecology to designate products over time, but it also names five initial products to covered: carpet, mercury-containing lighting and thermostats, paint and rechargeable batteries.

Vermont

  • H 696 - EPR Bill for Packaging and Framework
    The bill would also repeal the beverage container redemption system.
  • S 232 - Mercury Containing Lamps
    Senator Lyons, Chair of the Natural Resources and Energy Committee, has introduced a new bill that requires manufacturers of mercury-added lamps to establish a program for or to pay for the collection and recycling of mercury-added lamps. Paint Senator Diane Snelling of the Natural Resources and Energy Committee introduced S. 224
  • S 224 - Architectural Paint
    This bill would require the manufacturers of architectural paint to establish a paint stewardship plan for the collection, reuse, and recycling of architectural paint in Vermont. Each plan would include a funding mechanism for the collection of a paint stewardship assessment, which would be added to the cost of all architectural paint sold to Vermont retailers and distributors.
