Del Norte HD-18 Outreach Grant

18th Cycle Household Hazardous Waste (HHW) Grant

The Del Norte Solid Waste Management Authority (DNSWMA) was granted $400,000 from the California Department of Resources Recycling and Recovery (CalRecycle) grant program. This grant focuses primarily on providing outreach and education on Extended Producer Responsibility to local governments, business groups and other stakeholders. One of the grant components is to develop an awards program to recognize businesses that practice product stewardship. DNSWMA and the California Product Stewardship Council (CPSC) believe strongly that businesses that are “doing good” and serving as examples of industry-led product stewardship should be recognized and applauded for their efforts. Another important component of this grant is fostering more product take-back programs. We will build on the lessons learned through pilot projects that were conducted under the 16th cycle HHW grant to help industry create new take-back programs. CPSC is the primary project partner.

 

Project Objectives

Objective 1. Build knowledge and capacity among local government

1.1 Update and keep current existing local government and business PowerPoint presentations and handouts.

1.2 Schedule and give 50 presentations to a wide variety of stakeholder groups, including producers, retailers, Chambers of Commerce, haulers, local governments, water quality associations, Health Officers and others.

1.4 Input information into existing database of interested parties

Objective 2. Assist Local Governments in the adoption of EPR Resolutions, ordinances, policies, and other documents supporting toxics reduction/collection/take-back partnership programs and assist local government agencies in integrating EPR principles into existing or new purchasing or procurement policies.

3.1 Develop on-line application and criteria for businesses to receive a "Good Steward" award. Annual awards program.

The Del Norte Solid Waste Management Authority and CPSC have developed the California Stewardship Arrow Awards to recognize the accomplishments of businesses with innovative product stewardship programs, outstanding partnerships that make product stewardship possible, and to inspire others to integrate the principles of product stewardship into their business.

The Awards presented are created by Ellen Blakely, an artist in Sonoma County who works with broken glass to create functional mosaics. Each Award is a unique piece of art, created using recycled glass and flowers from Sonoma County applied onto a sustainably grown bamboo backing.

Objective 4. Database on Local Actions

4.1 Identify products to be tracked; develop methodology for ongoing collection of local actions such as take-back ordinances and sales bans; compile copies of the local action documents including resolutions and ordinances.

Objective 5. Conduct Statewide Workshops on EPR

Conduct four workshops throughout California, focusing on Extended Producer Responsibility. Workshops will bring together stakeholders, including local government staff and elected officials from rural and non-rural counties as well as other stakeholders, including: producers, retailers, haulers, Chambers of Commerce, retail associations, Water Quality Associations, Health Officers, Environmental Health professionals and environmental non-government organizations to present ideas for achieving EPR, discuss success stories, identify barriers, and to discuss collection & management systems.

Objective 6. Public/Private Partnerships for Take-Back

6.1 Review results of Del Norte HD16 Objective #5 (establishing retailer take-back programs) and other successful take-back programs. Discuss successes & identify barriers to participation.

6.2 Provide technical assistance to businesses and establishments that wish to implement take-back programs w/in Del Norte & beyond, including staff training resources, BMPs and public education materials. Make available through CPSC website.

6.3 Public relations campaign to promote voluntary public/private take-back partnerships. Media materials developed.

6.4 Conduct quarterly in-person or telephone follow-up with program participants to gauge program success & obstacles. Document results.
